make sure the @INC path is kept up-to-date when changing directories while running in the core test suite

remove PPPort.pm and PPPort.xs dependencies from Makefile.PL, as they can be rebuilt with a "make regen" when neccessary

fixed problems with $^X in t/ppphtest.t when building in the core on OpenBSD
fixed a "duplicate dependencies" bug that could lead to global NEED_'s where static NEED_'s are sufficient
