Add --self-upgrade (-U) common option to upgrade program to the latest version on CPAN

To install Perinci::CmdLineX::CommonOptions::SelfUpgrade, copy and paste the appropriate command in to your terminal.

cpanm Perinci::CmdLineX::CommonOptions::SelfUpgrade

perl -MCPAN -e shell
install Perinci::CmdLineX::CommonOptions::SelfUpgrade
