Changes for version 1.03 - 2012-03-24

Fix bug introduced in V 1.02, whereby countries with ids > South Sudan's were not incremented by 1 to compensate for South Sudan's presence.
Expand t/test.t to check sub-country names near the end of the list.
Change web.page.tx to add /build/yui to the path to yui-min.js.

To install Locale::Country::SubCountry, copy and paste the appropriate command in to your terminal.
