uses CPAN::Mini::Phalanx to create or update a local mirror

create a minimal mirror of CPAN containing the modules in the "Phalanx 100"

To install CPAN::Mini::Phalanx100, copy and paste the appropriate command in to your terminal.

cpanm CPAN::Mini::Phalanx100

perl -MCPAN -e shell
install CPAN::Mini::Phalanx100
