Added `base_url` parameter to allow overriding the base API URL.
Changed `pull-ts` behaviour: do not create new files in a `ts` directory.
Changed `push-ts` behaviour: delete documents in a Smartcat project if files are missing in a local directory.

Smartcat translation server .po synchronization plugin.

To install Serge::Sync::Plugin::TranslationService::Smartcat, copy and paste the appropriate command in to your terminal.
