Changes for version v0.9.7 - 2016-12-14

`manifest_skip` option introduced.
`examples.t` fails with `Dist::Zilla` < 5.038 because test uses `:ExtraTestFiles` file finder. The test fixed to skip, not fail (still fails in AUTHOR_TESTING mode).
