Remove references to the RT bug tracking system.
Replace wyant@cpan.org with harryfmudd@comcast.net.

Set file times, even on open or readonly files.

To install Win32API::File::Time, copy and paste the appropriate command in to your terminal.

cpanm Win32API::File::Time

install Win32API::File::Time
