fixed the return of the plugin (PCI_EAT_*) and documented the 'eat' argument to constructor

To install POE::Component::IRC::Plugin::Validator::CSS, copy and paste the appropriate command in to your terminal.

cpanm POE::Component::IRC::Plugin::Validator::CSS

perl -MCPAN -e shell
install POE::Component::IRC::Plugin::Validator::CSS
