Attributes::Simple
- remove attribute file when last attribute file is deleted
Attributes::Base
- rework priority system
- make "applicable" apply to individual files, not entire installations

- use all "applicable" plugins for reading and deleting, allowing transparent upgrade to new attribute plugins
