Install fm.h beside Install/Files.pm, the directory ExtUtils::Depends adds -I for, and record no -I paths for dependents; the paths recorded by 0.03 were this distribution's build tree, so dependent XS modules failed to find fm.h once a CPAN client removed it.

To install Font::Metrics, copy and paste the appropriate command in to your terminal.

cpanm Font::Metrics

perl -MCPAN -e shell
install Font::Metrics
