Changes for version 0.323 - 2026-09-18
- SimpiCI provider: the generated `dzil test` job now exports `DZIL_DOCKER_API_SKIP=1`, so a `[@Author::GETTY::Docker]` distribution tests on SimpiCI without `dzil test` trying to reach a container engine and build an image from inside the CI perl container (its precheck would otherwise fail the run). Harmless for a dist without the Docker plugin.
- SimpiCI provider: a distribution can restrict the Perl matrix with a `.simpici-perl` file at its root (whitespace-separated versions, `#` comments), overriding the baked-in default. Needed when a dist's `.simpici-apt` requires a Debian release the oldest `perl:<ver>` images no longer serve packages for. Precedence: `.simpici-perl`, then `SIMPICI_PROVIDER_PERL_VERSIONS`, then the default list.
